19 of the Russian's twenty-one championships have been achieved on hardcourt
A comeback the Russian player won his maiden title for nearly 30 months with success over Frenchman Moutet in the tournament final.
Medvedev, a former number one, has experienced a difficult season, achieving just one match at the Grand Slams and suffering a meltdown at the New York tournament.
The player's inconsistency on the tennis tour - and struggles with his service game in particular - caused him falling of the top ten and finally parting ways with former trainer Gilles Cervara.
Presently training with Thomas Johansson and Goetzke, Medvedev has steadily improved in the past month - peaking in a closely contested 7-5 4-6 6-3 triumph over opponent Moutet.
It is Medvedev's maiden trophy after the Rome competition and initial on a hard surface after March of that year.
The win also means Medvedev has secured twenty-one victories at 21 distinct competitions.
"This marks the first occasion I am participating in a event with my two daughters simultaneously, so to win a championship is really nice," stated ranked player Medvedev.
"This victory is in tribute of my child my daughter, because the first title I won when my child Alisa was born was for her."
The tennis star, the 2021 US Open champion, had lost his last six title deciders, featuring in Halle earlier this year.
Medvedev's retrieving approach and frequent reactions on the playing surface had led some to question if his ability to compete at the top level was over.
But the 29-year-old has altered his approach in the past month, striving to approach the net and play assertively, supported by an enhanced service.
Medvedev came back from a deficit in the first set against the challenging opponent, taking 4 of the last five exchanges to gain the advantage.
The pair exchanged service breaks in the second set before the challenger, attempting for his first ATP Tour title, gained dominance to create a third set.
He saved four early chances in a competitive deciding set before Medvedev won the break to fifteen to close out the victory.
Suitably, the winner earned the win with a shot at the net area, with the Frenchman failing to handle a return after over two and a half hours.
