An Alert to Keir Starmer drawn from His Personal Past: Without Boldness regarding Britain's EU Exit & Europe, His Labour Rivals Shall Be.

Back in 2018, a mere a short phrase to energize a Labour conference and to show the party was becoming disillusioned with its then leader. While not exactly soaring oratory, the words met with rapturous applause as most of the hall stood for an impromptu ovation.

As the commotion died down, the then-Brexit spokesman, stood at the podium, blinking in surprise. He wasn't really accustomed to his speeches having such an effect. All he had said was: "We are not excluding remain as an option". Context, however, is key.

In that darkly divisive time in 2018, departing from the prepared script like this was inevitably viewed as laying down the gauntlet to Jeremy Corbyn, who was trying to prioritise leave supporters in working-class seats above the Europhile sentiments within Labour. In just one speech, this seemingly cautious shadow Brexit secretary was transformed – albeit temporarily – into a political gambler who would stand up for most Labour MPs, members and voters against the leadership he later succeeded.

The Shift of Stance and Settled Debates

Since then, much has happened, especially for Starmer himself. An early move after taking over in 2020 was to declare the EU question had been settled by the previous year’s general election. And, at the last one, he consistently stressed manifesto “red line” promises that forbade re-entry into the EU, the single market or a customs union.

Similar to Corbyn, the PM's approach has focused on winning Brexit-y voters in key seats, even if survey data suggests a significant number have passed away or shifted opinion.

Pressure Building on the EU

However, it’s now the prime minister’s turn to be an embattled Labour leader. And, if Europe is no longer the boiling pot of British politics, the cap which was tightly sealed for five years is beginning to rattle again.

Both Starmer and Rachel Reeves have ramped up their language regarding the damage that leaving the EU has caused to the UK’s economy. This serves as an effective tool to criticize the Reform UK leader, who seldom discusses his flagship policy was once his singular purpose and is still his sole political accomplishment.

Nevertheless, the extent of the economic harm, reportedly has left Britain with a national economy that is significantly diminished compared to EU membership, towers over the minor adjustments thus far implemented by ministers. The PM's much-touted relationship reset negotiated with the EU last summer provides gains quantified in low decimal points.

Cabinet Divergence and Ambitious Proposals

The chancellor is one of those attempting to bypass long-standing interior ministry opposition to a broader scheme of a growth-enabling program for young people allowing young people can move between the UK and the EU for work or study.

David Lammy has pondered publicly regarding the clear advantages of joining a customs union with the EU, while a dozen Labour MPs, such as the head of the powerful finance committee, recently supported a Liberal Democrat motion on customs union membership.

While the Europe minister, who oversees UK-EU relations, who is now attending every cabinet meeting, insists the firm boundaries are still in place, there are ways to work around them. A proposal involves declaring the commencement of negotiations now on a much bolder deal, for inclusion in the next manifesto, to be enacted only after Labour won a new electoral mandate.

The Prime Minister's Deep-Seated Scepticism

However, Starmer has lately been pouring cold water again by warning rejoining a European customs area would “unravel” the commercial agreements with the US, which he views as signature achievements of his government.

Reportedly that the PM’s scepticism run even deeper, stemming from several key concerns.

  1. First, he believes any customs union agreement has been made significantly more difficult because his ministers actively diverging from EU regulations in numerous sectors, like environmental standards.
  2. Secondly, the prohibitive cost set for the UK for entry into a European defense initiative and the ensuing failure in talks has convinced UK negotiators that European nations have little interest in offering favorable terms with Britain than in proving that Brexit does not work.
  3. Thirdly, America's latest security doctrine, praised by Moscow, is viewed by some influential figures in Number 10 as grounds for Britain to keep its distance from the EU.

An Alarming Document and Geopolitical Calculations

This bizarre and terrifying American strategy paper asserts Europe is threatened by “civilizational erasure” due to Muslim migration. It contains a single mention to Britain, placed beside a suggestion that Donald Trump’s administration will intervene in our politics to encourage the rise of “patriotic” parties.

But, far from concluding that this makes America an undependable ally, the government reportedly fear that deeper EU integration could upset the global balance by endangering fragile US military support for Kyiv, NATO, and other alliances.

Succession Chatter & The Ghost from the Past

This situation brings us back to 2018. The PM has consistently stated that address was not an attempt for the leadership but merely an effort to preserve the “option” of staying in the EU being on the ballot paper. In fact, back then, Starmer still favoured a tailored trade agreement of the kind he now appears to be opposing.

But it’s not been lost on the Prime Minister's office have noticed that Wes Streeting, who just about everyone assumes would be a candidate for the leadership, is part of a group of senior ministers letting it be known they want to go further on Europe.

Staff for the Deputy Prime Minister, another probable runner in a contest to replace Starmer, insist she won’t discuss her stance regarding a customs pact as it would merely “fuel unnecessary gossip”.

The Clear Risk and A Wise Memory

The danger is obvious. Should the PM reject more meaningful steps towards a close relationship, he allows rivals to occupy the space where the overwhelming majority of Labour MPs, members and voters reside.

It would be wise for Starmer to remember the impact just a few words had for him seven years ago. There are options for a big offer on Europe which the PM ought to consider; he should explore them himself, before someone else adopt them as their own.
